Scott earned his bachelor's degree in business administration management from Pennsylvania State University in 1991. He and his wife, Christy, are the parents of two daughters.  

Scott previously served in the military, retiring as a brigadier general in the Pennsylvania Army National Guard. He also previously owned a mechanical contracting firm, Hydrotech Mechanical Services, Inc.
