Joseph was appointed to the Air Force Academy and earned master's degrees from Wright State University and the Naval War College. He later completed a doctorate in public policy at George Washington University. He lives in Perkiomen Creek with his wife, Laura Winslow, and they have three adult children. 

Joseph served as an assistant professor at the US Air Force Academy and the Air University. He also worked for the Pentagon as a legislative liaison.
