Scott was born in Warren. He holds a bachelor's degree from Mount Union and law degree from Capital University Law School. He and his wife, Elsie, reside in North Canton.

Scott previously served as director of public relations for Malone College and worked as an aide to former Ohio Congressman Ralph Regula.

Scott Oelslager is a state representative in District 48. He was elected in 2018 and is serving his third term. Scott previously served in this capacity for 3 terms from 2002 to 2010 as well. During this time, he chaired the Judiciary Committee and the Civil and Commercial Law Committee. He previously served as a state senator after being appointed in 1985, then elected in 1986 for 4 full terms until 1994. He was later elected as a state senator in 2010, and served 4 more terms until 2018.
