Scott is originally from Hamilton County. He has a bachelor's degree in criminal justice and a law degree from the University of Cincinnati. Scott lives with his wife, Anna, and two children in Green Township and attend St. Ignatius parish.

Scott previously served as a prosecutor with the City of Cincinnati and in the United States Marine Corps. He also served as a judge advocate and prosecutor in the United States Marine Corps for 4 years.
