Jamaal is originally from the Bronx, New York. He earned his bachelor's degree from the University at Albany and a law degree from CUNY Law. He lives in Baychester with his wife and their 2 daughters, and they are active members of Butler Memorial United Methodist Church.

Jamaal was community relations director for Assembly Speaker Carl Heastie, where he focused on community issues and legislation. Prior to that, he served as district leader for the 83rd Assembly District, engaging in grassroots organizing and voter engagement. He is also a member of the Williamsbridge Branch of the NAACP.

Jamaal T. Bailey is a state senator in State Senate District 36. He was first elected in 2016 and is serving his 4th term. Before serving in the State Senate, Jamaal served as the district leader of the 83rd Assembly District for 6 years.
