Nily was born in Jerusalem and raised in Queens. She earned a bachelor's degree from New York University and currently lives in Fresh Meadows. She also served as a member of Community Board 8 and as a member of the Townsend Harris High School Alumni Association.

Prior to her election, Nily was Chief of Staff for Assemblymember Brian Kavanagh.
