Grey Mills grew up in Iredell County, North Carolina, as the son of small business owners. He received a Bachelor of Science degree from Appalachian State University and a juris doctor from Regent University School of Law. Grey and his wife, Jennifer Marion Mills, along with their three children, Alexandria, Grey III, and Grant, attend Trinity Baptist Church in Mooresville.

Grey Mills is a corporate officer/attorney for Randy Marion Automotive. He previously served as an educator and assistant district attorney before opening his own law practice in Mooresville in 1998. Mills is a member of the N.C. State Bar.

Grey Mills was elected to the North Carolina House of Representatives for two terms in 2008 and 2010. He also served on the Iredell Board of Elections until 2018, holding positions as a member, secretary, and chair. Additionally, Mills was elected as Iredell County Republican Party chairman in 2003 and 2005.
