Dean earned his bachelor's degree in civil engineering from The Citadel and his master's degree in structural engineering from the University of North Carolina at Charlotte. He lives with his wife, Anne, and has 2 married children.

Dean is the president of Arp Engineering, Inc. Previously, he worked as a project engineer at RTWA/Engineers, Inc., Yates/Starnes Engineering, and ODELL. He was an assistant engineer at Duke Energy Corporation.
