Frances Vinell Jackson currently serves as a state representative in District 45. She was elected to this position in 2022 and is serving her first term. She ran for state representative in District 45 in 2020, but she did not win.

Frances currently works as a middle school social studies teacher and a political science adjunct professor. She previously worked in local and state government as an air quality planner and a land use codes administrator. She also worked as a community and transit planner for the Cumberland County Metropolitan Planning Organization.

Frances holds a bachelor's degree in business and economics from North Carolina Agricultural and Technical State University, a master's degree in political science from Fayetteville State University, and a doctorate degree in public policy from and administration from Walden University.
