Ray Jeffers is a native of Person County, where he has made his home. He attended Person County Schools, Piedmont Community College, and North Carolina Agriculture & Technical State University. Ray Jeffers served as a Person County Commissioner for 12 years, including a term as Chairman in 2020. He was also the President of the N.C. Association of County Commissioners from 2013 to 2014 and served on its board of directors for 11 years. Additionally, Jeffers was a member of the National Association of Counties board of directors for five terms.

Ray Jeffers served as a Person County Commissioner for 12 years from 2008 to 2020, including a term as Chairman in 2020. He was elected as the 97th President of the N.C. Association of County Commissioners in 2013 and served on its board of directors for 11 years (2009-2020).
