Richard recevied his law degree from North Carolina Central University School of Law in 1998. Prior, he received his bachelor’s degree from the University of North Carolina Chapel Hill.

Before Richard began serving as the distict court judge, he was an assistant district attorney in New Hanover County. In his early career, handled civil and criminal matters in the private sector.

Richard was appointed to assistant district attorney of New Hanover County in 2001 and served in this role until he was appointed to district judge in 2005.
