Art earned his bachelor's degree from Ohio State University, attended the Medical College of Ohio at Toledo, and completed his residency at the University of North Carolina at Chapel Hill.

Art is a former anesthesiologist who served as an attending anesthesiologist at Wilford Hall U.S. Air Force Medical Center in San Antonio, Texas, and specialized in neuroanesthesiology at Southeast Anesthesia in Charlotte. Additionally, he has served as a Clinical Assistant Professor at the University of North Carolina and was appointed to the North Carolina Medical Board, where he became President in 2006.
