Brooks received a bachelor's degree and master's degree in education from Campbell University. He also received an Education Specialist postgraduate degree from North Carolina State University. He lives in Buies Creek with his wife, three children, and seven grandchildren. He has served on the North Carolina High School Athletic Association Board of Directors, the Campbell University Alumni Association Board of Directors, the Harnett County Habitat for Humanity Board of Directors, and the Boys & Girls Club of Central Carolina: Robin Paige Club Advisory Board.

Brooks currently works as the Deputy Superintendent of Harnett County's public education system. He has worked in education for over 40 years.
