Scott attended East Surry High School. He graduated with a bachelor's degree in theater arts and communication from Western Carolina University and a master's degree in fine arts from the University of Iowa. Scott is a member of the First Baptist Church. 

Scott works in property management and theater lighting design. 

Scott Needham is the current County Commissioner in the Town of Pilot Mountain. He was elected in 2018 and is serving his second term.
