Tom is from Fayetteville and attended Terry Sanford High School. He has a bachelor's degree in secondary education from the University of North Carolina Wilmington, a master's degree in history, and a second master's degree in secondary school administration and principalship from Fayetteville State University. He and his wife, Eileen, have two sons. He volunteered as a member, Sunday school teacher, deacon, and interim director of student ministries at Snyder Memorial Baptist Church. 

Tom works as a part-time account manager for Brand Muse. He previously worked as an account executive for Education Advanced and a principal and teacher at Cumberland County Schools. He is a former commissioner for the Parks and Recreation Advisory Commission.
