Jeffrey graduated from Emanuel County Institute. He completed the Emergency Medical Technician program at Swainsboro Technical College, and the paramedic program at DeKalb Community College. He is married, and they have 4 children and 6 grandchildren.

Jeffrey has worked in the emergency medical services field from 1978 to 1999. He joined the Georgia State Patrol as a Radio Operator in 1982, and moved to the Emanuel County Sheriff's Office after his retirement. He was appointed Jail Administrator and later elected Sheriff.

The County Sheriff is an elected official who acts as the chief law enforcement officer in their county. They are tasked with operating the county jails, keeping courtrooms secure during trials, and keeping the public safe through proper law enforcement.
