Richard was born and raised in Cherokee County. He earned his associate's degree in pre-law studies and his bachelor's degree in business administration from the University of Georgia. Weatherby also earned a degree in management from Kennesaw State University. Richard and his wife, Gail, are members of Antioch Christian Church in Hickory Flat, where he has served as a Deacon for the last 13 years.

Richard worked as a senior specialist detail engineer and project manager at AT&T's Central Office DC Power.
