Brian is retired. He previously worked as director of the Scottsdale Water Department and as acting city manager of Scottsdale. He also worked as an environmental engineer and president of WateReuse. Rudy is retired from a long career with several Fortune 500 companies. He also served on the Monterey One Water Board of Directors in California. He is a Navy veteran. 

Rudy Fischer previously served on the city council in Pacific Grove, California from 2010 to 2018.

Rudy Fischer 

Terry holds a bachelor's degree in American history from Harvard University and a law degree from Arizona State University. He was born in Tuscon and currently resides in Phoenix, Arizona. Terry and his wife, Monica, have one son.

Terry currently works as an attorney at Goddard Law Office PLC, where he is also a shareholder. He previously worked as an adjunct professor at the Arizona State University Law School and as an attorney at Dentons US LLP. He served in the US Navy for 3 years and in the US Naval Reserve for 15 years. 

Terry Goddard currently serves as a member of the Central Arizona Water Conservation District in Maricopa County. He was named to this position in 2013. He currently serves as the president of the governing board. Terry previously served as Mayor of Phoenix for 6 years. He also served as Arizona state director for the US Department of Housing and Urban Development for 7 years and as the attorney general of Arizona for 2 terms.

Terry Goddard

- The Central Arizona Water Conservation District (CAWCD) was formed to deliver Central Arizona Project (CAP) water; operate, maintain, and manage the CAP; and repay the federal government for the costs of constructing the CAP.
- The district is headed by a general manager who reports to the fifteen-member CAWCD Board of Directors. Board members are popularly elected from CAP’s three county service areas and serve staggered six-year terms.
- The CAWCD is authorized to issue bonds and levy taxes relating to water.
- The CAWCD sets water policy for Maricopa, Pima, and Pinal counties.
