Scott is originally from Tucson, Arizona. He earned his bachelor's degree in accounting from Brigham Young University and his master's degree in business administration and his law degree from Arizona State University.  He and his wife Kim have 3 children and 5 grandchildren.

Scott previously worked as a chief executive officer, a chief financial officer, and as an accountant at Price Waterhouse & Co.

Scott Smith previously served as mayor in the City of Mesa for 2 terms from 2008 to 2014. He ran for governor of Arizona in 2014, but did not win.
