Emily is from Woodstock. She attended Central High School. She has a bachelor's degree from Randolph Macon Women’s College. She lives in Woodstock, where she attends Emmanuel Episcopal Church.

Emily works for the union the Brotherhood of Railroad Signalmen. She used to work in the tech industry and for two Virginia newspapers.

Emily Scott previously ran for state delegate to represent district 15 in 2021 but did not win.
