Paul is from Los Alamitos, California. He has a bachelor's degree in mathematics from Brown University, a master's degree in political economy from the University of Geneva, and a master's degree in public policy from the University of Virginia. He lives with his wife and son in Reston.

Paul is a special education, math, and English teacher for Fairfax County Public Schools. He used to be a federal and budget policy advisor for Governor Ralph Northam.
