Todd has a bachelor's degree in government from the University of Virginia and a law degree from Southern Methodist University. He lives with his wife and two children in Mount Jackson. They attend First Baptist Church of Woodstock.

Todd is a lawyer. He works for a private practice. He used to be a prosecutor for Warren County, Frederick County, Shenandoah County, and the City of Lynchburg.
