Travis earned a Bachelors of Science degree in Economics from Binghamton University. He also later attended Villanova University's Charles Widger School of Law, where he earned a law degree in corporate, finance, and securities law. He currently lives in Bristow, Virginia.

Travis is currently the Division Chief for the Department of For-Hire Vehicles (DFHV). He is also an adjunct professor at American University Washington College of Law, where he teaches law students. Prior to this, he served as the Chief Administrative Law Judge at DFHV. He also has worked a regulatory analyst at the Financial Industry Regulatory Authority.
