Gary Clemens is currently the clerk of the Circuit Court representing Loudoun County. He was first elected in 2000 and has been in office for twelve years. He is the co-chair of the Virginia Court Clerks Association (VCCA) Public Relations Committee.. He used to be president of the Virginia Association of Constitutional Officers and president of the Virginia Court Clerks Association.

Gary previously worked as a case manager and investigator for the Loudoun County Office of the Commonwealth's Attorney, as a senior deputy clerk in the Office of the Fairfax County Circuit Court Clerk, and as a litigation paralegal for a law firm in Tysons Corner.

Gary is originally from Hamilton, Virginia. He attended Loudoun Valley High School. He has a bachelor's degree in political science and government from James Madison University. He lives with his wife, Maria, and in Leesburg. He attends Saint Theresa’s Church.
