Patrick is originally from San Antonio, Texas. He has a bachelor's degree in history from St. Mary's University, a master's degree in congressional studies, and a law degree from the Catholic University. He lives with his wife ,Kristin, and their three children in the Buckingham neighborhood in Arlington.

Patrick is a healthcare attorney. He has also worked on Capitol Hill for Senator Bob Kerry (D-NE) and Representative Henry B. Gonzalez (D-TX). He is also an adjunct professor at Johns Hopkins and Marymount University.
