Michael is the youngest of nine children and is originally from Evans County, Georgia. He first moved to Guyton when he was 10.

Michael is the Founder/CEO of Smalls Funeral Home. Before this, he served six years in the United States Marine Corps Reserves.

Michael A. Garvin was first appointed mayor in 2004 after the previous mayor passed away. In 2008, he was elected, serving two terms in total. In 2019, Michael ran for mayor once again, but did not win.

Michael A. Garvin was first appointed mayor in 2004 after the previous mayor passed away. In 2008, he was elected, serving two terms in total. In 2019, Michael ran for mayor once again, losing to Guyton's incumbent mayor, Russell Deen.
