Paul is originally from Atlanta. He has lived in Chamblee for 19 years. He has a bachelor's degree in electrical engineering from the Georgia Institute of Technology and a professional engineer license from the Georgia Secretary of State. He lives with his wife.

Paul is a manager of transmission operations engineering at Georgia System Operations Engineering. He used to be a principal operations engineer and operations engineer at Georgia System Operations Engineering and a transmission planning engineer and planning engineer at Georgia Transmission Corporation.
