Wayne is from Cumming, Georgia. Wayne graduated with a degree in civil engineering from Missouri University of Science and Technology. He also graduated from Tufts University with a Masters and Doctorate in International Affairs.

Wayne currently works as a technical consultant, focusing on sustainability. He previously completed two civilian tours of Afghanistan working on infrastructure projects. Wayne also served in the US Peace Corps.
