Sanford is from Mobile, Alabama. He is marred, and has one daughter and one grandchild.

Sanford has a bachelors degrees from Morehouse College and a law degree from Emory University. Prior to Congress, Sanford was a lawyer. He was a partner at a law firm called Bishop and Buckner, P.C. from 1972 to 1996. He also served in the US Army in 1969, and was honorably discharged in 1971.
