Joyce is a retired US Army Lt. Colonel. She served the US Army for 33 years. During her service, she earned the Bronze Start, the Defense Meritorious Service Medal, Iraq Campaign Medal with 3 stars, and the Parachutist badge.

Joyce has a bachelors of arts, and a masters of arts from North Carolina Central University. She also has a juris doctorate in law from John Marshall Law School.
