Harold has a bachelor’s degree from South Carolina State University and a law degree from North Carolina Central University.

Harold is an adjunct professor at the University of Phoenix. He used to be an adjunct professor for Georgia Military College, Paine College and Voorhees College.

Harold is currently the state senator for district 22. He was first elected in 2014 and has been in office for four terms. He is the Democratic Whip. He is also secretary of the ethics committee. He used to be solicitor general for Richmond County.
