David grew up in Fayetteville. He holds B.As in History and Political Science, a Master's of Public Administration and a J.D. from the University of Georgia. He lives in Brooks with his wife and daughter. They are members of New Vision Church.

David owns a law practice, Ballard Law Office. He has also served as an adjunct instructor at Georgia Military College.
