Farooq grew up in Gwinnett County. His family moved from Pakistan to Lawrenceville, Georgia, in 1995. He has a bachelor's degree in sociology from Mercer University. He is married and has children.

Farooq is a political strategist. He owns MS Global Partners, which is a bipartisan public policy firm. He used to work at law firm King & Spalding LLP. He was a legal aide to the chief assistant solicitor general of Gwinnett County.

Farooq Mughal's campaign for state representative is his first entry into politics.
