Kacy has lived in the 25th district for his entire life. He has an associate degree from the American Military University and an associate degree in mortuary science from Gupton Jones College of Funeral Services.

Kacy is a pastor at Bethel Bara Baptist Church in Union Point, where he has worked for six years. He is a veteran of the Iraq war. He retired from the military after 20 years as a medic. He also used to work for the Georgia Department of Transportation as an equipment operator for ten years.
