Randall Franks holds a Bachelor of Business Administration. Demonstrating a commitment to public administration, he has completed over 250 hours of municipal government courses from the University of Georgia, earning the UGA and Georgia Municipal Association Certificate of Distinction.

Randall served on the Ringgold City Council from 2009 to 2021, holding leadership roles as Vice Mayor and Council Chair.
