“It’s time to stop growing government on the backs of taxpayers. If Harrisburg supposedly has this much money to spend, then it’s time to give some of it back to the hardworking people who earned it. Instead of pouring more money into new government programs we do not need, let’s provide meaningful tax relief so families can better afford their day-to-day expenses. Eliminating property taxes or the inheritance tax and lowering the gas tax would make a real difference for Pennsylvania families and business owners. Harrisburg does not have a revenue problem – it has a spending problem, and taxpayers should not be forced to pay the price.”

Warner: Budget Fails Pennsylvanians Today, Tomorrow | PA State Rep. Ryan Warner

He is a vocal advocate for fiscal responsibility in crafting the annual state budget and has repeatedly introduced legislation to implement the Taxpayer Protection Act, a measure that seeks to amend the state’s Constitution to limit spending growth from one budget year to the next.

Economy

HARRISBURG – Rep. Ryan Warner (R-Fayette) issued the following statement regarding his “no” vote on House Bill 1957, a proposed constitutional amendment that would enshrine the “right” to abortion in the Pennsylvania Constitution: “It is unbelievable – and unconscionable – to me that even one member, let alone 102 of them, would vote for this travesty of a bill that shows such blatant disregard for human life. Pennsylvania already allows abortion up to 24 weeks of gestation. It is abhorrent to even consider amending our state Constitution – our foundational, guiding document – to say innocent children can be aborted even up until birth.”

Healthcare

Voted against House Bill 2370, saying it lacked school-funding reform, accountability for student success, and alternatives for students struggling in public schools.

HARRISBURG – Rep. Ryan Warner (R-Fayette) issued the following statement after voting “no” on House Bill 2370, an education funding proposal in the state House on Monday: “This bill fails on every front. First and foremost, it fails to address the court’s ruling that our school funding system is unconstitutional. It fails to provide accountability and meaningful measures for student success. And it fails to ensure alternatives are readily available to students who struggle in our public schools.”

Education

While voting against Senate Bill 160, the General Appropriations bill, he cast a vote in favor of a measure that would remove a major barrier to energy development by getting Pennsylvania out of the Regional Greenhouse Gas Initiative (RGGI) once and for all. “Since Gov. Tom Wolf overstepped his authority several years ago by forcing the state into RGGI, our Commonwealth has missed out on 22,000 direct energy-related jobs and nearly $8 billion in economic development. This move is long overdue and will ultimately boost job creation and economic growth while also lowering consumer utility bills.”

HARRISBURG – Rep. Ryan Warner (R-Fayette) was an adamant “no” vote on four gun control measures taken up in the state House of Representatives this week. “These bills are unconstitutional and unnecessary. They will do NOTHING to stop gun violence in our Commonwealth,” Warner said. The only bill passed by the chamber is House Bill 1593, which would expand background check requirements to include private sales of long guns. Bills rejected by the House include House Bill 1859, often called the Red Flag law, which would allow for the confiscation of a person’s firearm without due process; House Bill 1099, which would have limited the types of materials that could be used to construct firearms; and House Bill 1866, which would ban machine gun conversion devices.

HARRISBURG – Responding to the horrific child abuse allegations in Fayette County this week, Rep. Ryan Warner (R-Fayette) is again pushing for legislation that would establish the offense of child torture in the Commonwealth. Warner first introduced this proposal last session and was moved to renew his efforts this week. House Bill 1837 would establish the offense of child torture. The charge would be invoked when a person intentionally, knowingly or recklessly tortures a child under the age of 18 who is within their custody or control.

HARRISBURG – To protect children in the Commonwealth from becoming victims of heinous sexual crimes, Reps. Marla Brown (R-Lawrence), Robert Leadbeter (R-Columbia) and Ryan Warner (R-Fayette) announced their intentions to introduce legislation that would allow courts to order the chemical or surgical castration of child rapists to prevent these offenders from reengaging in predatory actions against kids. This process would include judicial oversight and due process.

Public Safety

“The people of Fayette County take seriously their civic duty and their sacred right to make their voices heard in our elections. That any of them showed up to vote yesterday only to be told the ‘electronic pollbook’ told them they couldn’t is inexcusable and further erodes the already tenuous public trust in our elections. This is a major mishap for the Shapiro administration and the Department of State. The governor and Secretary of the Commonwealth Al Schmidt have one job when it comes to elections – making sure every person’s vote is accurately counted. They failed the people of Fayette County by sending old data that led to voters being turned away at the polls. For Secretary Schmidt to shrug this off and call it a ‘minor’ issue is disgraceful to the people of Fayette County. I am calling for a prompt investigation into this failure of the Department of State and will be working with other lawmakers to ensure accountability and that voters will not be disenfranchised again.”
