PA State Representative | Joe D

“Although this year's budget package includes some key wins for Pennsylvanians, like the bona fide withdrawal from the Regional Greenhouse Gas Initiative (RGGI), substantive permitting reform and an increase in economically disadvantaged schools (EDS) scholarship monies, in the end I could not support a budget that spends nearly $6 billion more than projected revenues. All things considered, and despite my opposition to major pieces of this package, I am pleased that the General Assembly finally delivered a budget, albeit several months late.

D’Orsie Comments on Passage of 2025-26 State Budget

Supports a flat tax under which everyone pays the same share of taxes.

What changes, if any, should be made to the tax code?

I believe in a flat tax. I think it's the fairest and most just system for taxes, because everyone would pay the same portion in taxes.

Plans to cut regulations to support economic growth and Pennsylvania businesses.

Opposed the 2025-26 state budget because it spent nearly $6 billion more than projected revenue.

Economy

Drug price spikes, at the hands of PBMs (pharmacy benefit managers) is something I've been very vocal about since being in office. PBM reform — needed to stop "middlemen price gouging"— on critical consumer prescriptions and reducing prescription drug costs has been a legislative priority. I’m grateful for the Pennsylvania Office of Attorney General for holding them accountable!

Working to Keep Prescription Costs Down: Holding Pharmacy Benefit Managers Accountable

I recently joined more than 80 of my fellow House members in submitting formal comments to the Independent Regulatory Review Commission (IRRC) calling for the withdrawal of the Pennsylvania Department of Health’s proposed rewrite of regulations that govern communicable and noncommunicable diseases in the Commonwealth.

The 502-page proposal is reminiscent of COVID lockdown-era policy and represents an unprecedented expansion of bureaucratic control, threatening the constitutional liberties, medical privacy and parental rights of citizens across the Commonwealth.

Fighting Government Overreach

Opposes abortion, allowing it only if the mother's life is in danger.

Under what circumstances should abortion be allowed?

No circumstances. I'm staunch on this point. I'm not aware of situations where the mother's life would be in danger medically but that would be the only possible scenario where this would be OK. It's my understanding, that since medical viability is 24 weeks, that this situation wouldn't arise that often.

Opposes government funding for abortion providers, including Planned Parenthood and Title X grants.

Abortion providers, including Planned Parenthood, should not receive funds from federal, state, or local governments (including Title X grants).

Strongly Agree

Opposes vaccination requirements by governments, schools, or employers.

Under what circumstances (if any) should a government, school, or employer be allowed to require vaccinations?

No circumstance

Prioritizes pharmacy benefit manager reform to reduce prescription drug costs and address what he calls "middlemen price gouging."

Calls for withdrawal of proposed Pennsylvania Department of Health regulations governing communicable and noncommunicable diseases.

House Bill 1877 would formally establish the Seal of Biliteracy, which is currently optional for schools to award students in the Commonwealth. With this seal, Pennsylvania schools would more broadly recognize students who demonstrate proficiency in English and at least one other language upon graduation. This bill would also strengthen existing biliteracy programs by expanding access to the seal for students across the Commonwealth.

D’Orsie’s Seal of Biliteracy Bill Clears the Senate

Authors of the “Dads Defending Daughters” bill – including Reps. Clint Owlett (R-Tioga/Bradford), Eric Davanzo (R-Westmoreland), Joe D’Orsie (R-York), Jonathan Fritz (R-Susquehanna/Wayne) and Joe Hamm (R-Lycoming/Sullivan) – brought together fellow lawmakers, students and parents for a Capitol press conference Wednesday to advocate for the legislation that would stop biological males from competing in women’s sports.

House Bill 1849 mirrors the Fairness in Women’s Sports Act, which would require public school entities and public institutions of higher education to ensure their sports activities are designated as male, female or coed, and expressly prohibits biological males from competing in teams or sports designated for females.

Lawmakers, Advocates: It’s Always the Right Time to Defend Our Daughters

Advocates for the Science of Reading curriculum to improve statewide reading proficiency.

One positive note, however, is the adoption and implementation of the 'Science of Reading' curriculum. This evidence-backed method for literacy is something I've advocated for since taking office, and I feel this is a great step to improve reading proficiency in our state.

Supports school choice, including vouchers, tax credits, charter schools, private schools, and homeschooling.

“Arguably the most positive aspect of the budget is the Commonwealth’s exit from RGGI. This job- and opportunity-killing pact, that then-Gov. Tom Wolf illegally entered the Commonwealth into years ago, has been the bane of Pennsylvania’s most vital industry: energy. Withdrawal from RGGI will likely spell significant growth in our energy sector, a much-needed change of pace for a state with such rich stores of natural gas and coal.

Supports hydraulic fracturing to extract oil and natural gas.

Voting AGAINST the Early Release of Convicted Murderers.
August 3, 2026

Last week, the House majority passed a bill that would allow convicted felony murderers serving life without parole to become eligible for release. I VOTED NO.

In March, the Pennsylvania Supreme Court struck down the mandatory life-without-parole sentence for second-degree murder. The court gave the General Assembly 120 days to create a new sentencing framework.

Voting AGAINST the Early Release of Convicted Murderers

HARRISBURG - Rep. Joe D’Orsie (R-Manchester) today announced plans to introduce legislation establishing a dedicated offense within Pennsylvania’s Crimes Code to hold adults accountable when they exploit positions of authority and trust to groom minors in their care.

The proposed legislation would establish the offense of Grooming of a Minor, making it a crime for an adult responsible for a minor’s welfare to intentionally engage in a course of conduct designed to entice or facilitate prohibited sexual conduct.

D’Orsie to Introduce Legislation Targeting the Grooming of Minors

Opposes gun ownership restrictions beyond limiting gun access for felons and people breaking the law.

What restrictions on gun ownership are needed to protect public safety?

None other than their availability to felons or people breaking the law
