- District Court judges hear civil, criminal, and juvenile cases. Civil cases dealing with divorce, child custody, and child support are heard in District Court. 
- Under the District Court, the magistrate can try small claims cases ($10,000 or less), landlord eviction cases, and suits for recovery of personal property. A magistrate is an independent judicial officer, recognized by the North Carolina Constitution as an officer of the district court.

Kris Felthousen is from Virginia Beach, Virginia. He has a bachelor 27s degree from the University of Virginia and a law degree from George Mason University. He and his wife, Melissa, have four children and attend Holy Redeemer Catholic Church.

Kris is a criminal defense attorney. He has been providing criminal defense representation on the Outer Banks of North Carolina for over 29 years. He became licensed to practice law in North Carolina in 1992. He became a partner in the Kitty Hawk law firm of Gaw and Felthousen in 1995. He later joined the Manteo office of Aldridge, Seawell and Khoury. He was a partner in that firm for 10 years before opening his own office in 2009. 

Kris has been a criminal defense attorney for over 30 years.

As a criminal defense attorney with over 29 years of experience, Felthousen has represented thousands of clients in various criminal cases, ranging from minor traffic violations to serious charges like first-degree murder, and has significant experience with DWI and controlled substance violations. He is also noted for his ability to serve clients from diverse backgrounds, including the Latino community, due to his Spanish language skills.
