From 2020-2022, Matthew served as president of the CIMC Division of NCACTE and vice president of the NCACTE Board of Directors. He also served as a Stanly County Commissioner for four years, two of which he was Chairman. Matthew is an active volunteer fireman, serving since 2006 and as fire chief for three years. He also chairs the Legislative Committee of NCACTE.

Matthew is passionate about community involvement and values his family above all. He is a husband to Courtney and father to Macon and Logan. Together, they run Sunny Oaks Farm, where they produce sheep, goats, pumpkins, and cut flowers, hosting community and family events.

Matthew Swain is married to Courtney and has two children. He has volunteered as a firefighter since 2006 and served as fire chief for three years.

Matthew currently serves as the Director of Secondary Education and CTE for Montgomery County Schools. He began his career as an Agriculture Education teacher with Stanly County Schools, later moving to Cabarrus County, where he expanded his career in CTE, first as a Career Development Coordinator (CDC) and then as lead CDC. In 2017, Matthew transitioned to Montgomery County Schools as CDC and CIMC, later becoming the Director of Career and College Readiness. In October 2023, he assumed his current role.

Matthew Swain currently serves as director of secondary education and career and technical education for Montgomery County Schools. With a 4-3 vote, the commissioners narrowly approved Gibson’s request to rezone his four tracts of land from RA (Residential Agriculture) to R20 (Residential).

Next, the commissioners considered an amendment to the county zoning ordinance which would allow the zoning administrator to increase the buffer between a solar facility and residences. After the presentation, the commissioners voted 5-2 to approve the change. Commissioner Matthew Swain, who voted against the change, noted the motion to amend the ordinance requires a unanimous vote to pass on the first reading.

Stanly County Commissioners consider school budget, solar facility

The new regulations include clarifications between major and minor SEPGS systems, an increase in required setbacks of all structures and fencing from 10 feet to 250 feet and an increase in the required buffer width from 10 feet to 100 feet.

With a 4-3 vote, the board amended an item in the memo that would have required the installation of fire hydrants every 500 feet around the perimeter of the solar farm.

Chairman Matthew Swain and Commissioners Zach Almond and Bill Lawhon voted against the motion to amend, while Commissioners Lane Furr, Mike Barbee and Jordan each voted in favor of allowing solar farm applicants to develop plans with the fire marshal’s office instead.

Stanly commissioners update solar farm regulations

During the public comment period, Edward Gann, an adjacent property owner, expressed concerns with the project. The Stanly Planning Board considered this request and did not recommend it unanimously. Gann called the change to the zoning ordinance as “highly inadequate” with respect to the large facility requested. Stephen Efird, another adjacent owner, also expressed support for the project.
Andrew McSwain, another adjacent owner, also expressed support for the project and said, “the benefits outweigh the potential problems.”
Swain moved to hold the public hearing open until June 11 while the board considered the overall zoning ordinance amendment that would enable the solar project. That motion carried unanimously.
