Advocated for long-term, sustainable multimodal transportation funding, including city, county, and rural roads and airports.

Scott County Magistrate David Livingston and board member, representing the Kentucky Magistrates and Commissioners Association, indicated that jail funding is a priority. The housing in jails of drug offenders and their needs puts financial pressure on counties. The second priority is multi-modal transportation infrastructure funding for city, county, and rural roads and airports. Counties are responsible for maintaining 40,000 miles of roads and 5,000 bridges. The economy depends on roads.

Plans to increase internet speeds within the city through a broadband project.

“There were a lot of times when she had to take paper packets out to her students because the kids didn’t have access,” Livingston said. “Being able to provide that to them will be absolutely amazing. “We are going to increase our speeds within the city,” Livingston added, “and I’m very grateful for everyone that’s at the table because it takes one big team. No one can do it by themselves.”

Mr. Livingston said county fiscal courts are committed to working with county clerks on all projects including elections, record retentions, and other services provided by the office. Modernization of records will take time, and fiscal courts may have to find additional pools of resources to fund the remaining cost of the project. Lastly, the county clerk is the caretaker of the records as defined in statute.

Chairman Meredith commented on understanding the importance of excess fees to county budgets. He said any real action will revolve around the permanent storage fee in the near term. There was a bill filed in the 21RS of the General Assembly that established this fee to help cover the costs of county clerk office modernization efforts, and would not be subject to the excess fee rules. Mr. Livingston said the permanent storage fee is not going to cover the cost of digitizing the records and other funds will have to be provided through the fiscal court. If so, they would like oversight on the fees that should be going to the modernization as well.

Said county governing bodies may need additional resources to digitize county clerk records and sought oversight of fees intended for modernization.
