Charniele Herring earned her B.A. in economics from George Mason University in 1993 and her J.D. from the Catholic University Columbus School of Law in 1997. She is a member of the Alexandria Rotary and a trustee for Hopkins House. Herring was born in Santo Domingo, Dominican Republic, and attends the Baptist church.

Charniele is currently a member of the Virginia House of Delegates, representing District 4. She was first elected to the General Assembly in January 2009 in a special election to fill the vacated seat for the 46th House District. She has served in the House of Delegates since 2009. Charniele is currently the Majority Leader in the Virginia House of Delegates. She assumed office in 2024 and is running for re-election in 2025.
