Barbara Mallett is a native of Morganton. She graduated from Olive Hill High School and attended Livingstone College. Mallett has an associate degree in accounting from Rowan-Cabarrus Community College and a bachelor of science degree in business management from Shaw University. She has been married to Gary Mallett for 53 years and has two daughters, Crystal and Tarsha Mallett, and two grandchildren, Amber Carter and Cameron Mallett. She is a member of Southern City Tabernacle AME Zion Church, where she is a class leader, deaconess and president of the lay council, and trustee.

Barbara is the mayor of East Spencer, having been elected to the position in 2011. She previously served as the town clerk and finance officer for East Spencer from 1980 to 2000.

Barbara A. Mallett is currently the mayor of East Spencer. She was first elected to the board in 2005 and served as the town clerk and finance officer before her election as mayor in 2011, 2013, 2015, and 2017. 

Supports the establishment of the Rusher Farms Commerce Center to attract new businesses.

Economy

Supports replacing the Dunbar Center, a former all-Black school that was repurposed as a community center and burned down in 2014.

Public Services

Supports building safe, affordable housing.

Supports replacing deteriorating housing.

Housing & Urban Development

Said, "Now, we have the lowest crime rate in the county."

Public Safety

Supports infrastructure improvements, including a $1.9 million Community Development Block Grant to eliminate a pump station and rehabilitate sewer lines.

Transportation & Infrastructure

Supports hosting activities like Community Day and Food Truck Friday to foster community engagement, improve quality of life, and encourage downtown visitation.

Education

- The mayor leads the executive branch of local government, presiding over city council meetings, making sure city departments run smoothly, and providing services to citizens. 
- The mayor attends and runs City Council meetings, serving as an important leader for how local laws get set. These laws affect local services, such as Police, City Planning, Parks & Recreation, and Transportation.  
- The Mayor in some circumstances may vote to break a tie in council meetings. They do not have veto power.
