Albert was born in San Antonio’s Westside and is the oldest of nine siblings. He and his wife Elsie have been married for over 50 years and have three children and four grandchildren. Albert received his bachelor’s degree from Texas State University and his master’s degree in public administration from the University of Texas at San Antonio. He has volunteered for over 40 years in youth, school, church, and sports programs.

Albert previously worked in the San Antonio Fire Department for 25 years, rising to the rank of District Fire Chief, and also served as a City Manager in surrounding communities for over seven years.
