Perry earned a bachelor's degree from Penn State University. He attends Tressler Memorial Free Lutheran Church in Loysville.

Perry worked as associate editor of Pennsylvania Farmer and later as managing editor of the Perry County Times, Duncannon Record, and News-Sun. He joined the Pennsylvania Rural Electric Association in 1989 and was promoted to editor of Penn Lines. He also served as senior director & editor of RE Magazine at the National Rural Electric Cooperative Association. In late 2013, he joined the National Rural Utilities Cooperative Finance Corporation as director of corporate relations and later as director of member communications.

Perry A. Stambaugh is a state representative in State Assembly District 86. He was first elected in 2020 and is serving his 2nd term.
