Larry earned his bachelor's degree in civil engineering from North Dakota State University. He is married. 

Larry Kassian is currently a board member of the Garrison Diversion Conservancy. He was first elected in 2021 and is serving his 1st term.

- The Garrison Diversion Conservancy oversees the water diversion of the Missouri River to citizens in Eastern and Central North Dakota.
- Each county elects a citizen at the general election to serve a four-year term as a member of the Garrison Diversion Board of Directors.
- The board provides oversight for water policy, implements taxes on citizens, allocates water to areas, and sets the budget for the board.
