Vance County, Board of Commissioners

Leo earned his bachelor's degree from North Carolina Central University and his master’s degree from North Carolina Agricultural and Technical State University. He attends Cotton Memorial Presbyterian, where he serves as financial secretary. 

Leo is retired. He previously worked as Dean of Continuing Education for Vance Granville Community College.

Leo Kelly, Jr. is currently Vance County Commissioner for District 5. He was first appointed in 2015 and is serving his second full term.
