Andy resides in Lexington, Kentucky, with his wife Davis and their 2 daughters. He earned a bachelor's degree in government and philosophy from the University of Virginia and a law degree from the University of Kentucky College of Law. He attends Good Shepherd Episcopal Church in Lexington.

Andy previously worked as a practicing attorney and served as Deputy General Counsel for Kentucky Governor Ernie Fletcher. He also taught constitutional law and administrative law at the University of Kentucky and Morehead State University.
