Dionne holds a bachelor's degree in Marine Biology from Savannah State University and a PhD in Marine Sciences from the University of South Carolina. She currently serves as the Chair of the Gullah Geechee Cultural Heritage Corridor Commission. She is also the former chair of Cognia Compliance committee, which led the district in it's accreditation review. 

Dionne is the Director of NOAA Sponsored Programs and an Associate Graduate Professor with Savannah State University. She is also a Fishery Biologist for the National Oceanic and Atmospheric Administration.  Savannah State University faculty. 

Dionne Hoskins-Brown is currently a member of the Savannah-Chatham County Board of Education for District 2.  She was appointed to this position in 2011, and elected to this position in 2012. She has served for three terms.
