Frank Carroll was born and raised in Chicago and has been a resident of Arizona for twenty-eight years. He is married to Joanne, with whom he recently celebrated twenty-four years of marriage. Details about where he attended school, the church he attends, or additional family members are not provided.

Frank Carroll began his working-class career as a service mechanic for a forklift and construction equipment dealer in Chicago. He then worked with a vehicle test equipment manufacturer, advancing with the growth of computer control technologies. As a certified subject matter expert, he trained service technicians in various vehicle technology systems. After his training career, he spent two years operating commercial motor coaches for the tourism industry.

Frank Carroll has been involved in the Arizona Republican Party since moving to Arizona, serving as a Precinct Committeeman, Precinct Captain, Area Director, and State Delegate. He has also held the position of past President of the Sun City West Republican Club. His legislative service includes terms in the Arizona House of Representatives during the 54th and 55th Legislature.

There are many stories of robberies, assaults and murderous encounters between the criminal element, law enforcement, and Arizona citizens."
