Tadeo has a Bachelor's degree in philosophy, theology, and world literature from the University of Portland and a Master's in political management and government from George Washington University. He immigrated by himself from Mexico when he was fourteen.

Tadeo is project manager at the National Migrant and Seasonal Head Start Association. He was previously director for Northwest Regional Director for Hispanic Affairs of the U.S. Conference of Catholic Bishops and CEO of the Washington State Migrant Council.
